Read this first: what a property survey does and does not establish

Property is the one subject where an over-sold survey does real damage, so the limits go at the top rather than in a footnote.

What we produce is a measurement of physical reality. What is standing on the ground, where it is, how big it is, on a stated date, to a stated accuracy. Walls, fences, buildings, roads, trees, cultivation, occupation.

What we do not produce is a legal boundary or a determination of title. The legal boundary of a parcel comes from the revenue record, the cadastral map, the sale deed and, where those conflict, from the revenue authority or a court. In Gujarat the official measurement of a parcel is carried out by the District Inspector of Land Records for rural land and the city survey office for urban land. Other states have equivalent authorities. A survey by a private agency, however precise, is not that measurement and does not substitute for it.

The two things work together. Our survey tells you exactly what is on the ground. The revenue record tells you what should be. Putting one on top of the other is genuinely useful, and it is where most of the value in property survey sits. What the overlay cannot do is tell you which of the two is correct when they disagree.

If somebody has told you that a drone survey will settle a boundary dispute, they have oversold it. What it will do is establish, with evidence, precisely what the dispute is about.

The cadastral overlay problem

This is the technical heart of property survey in India and almost nobody explains it to clients.

Most Indian cadastral maps were made a long time ago by chain and plane table. Village maps, tippans and field measurement books were drawn at scales chosen for the paper and the purpose of the day, without a modern geodetic datum, and many are working copies of copies. The paper has aged. Subdivisions have been added by hand over decades, sometimes without a fresh survey of the parent parcel.

To compare such a map against a georeferenced orthomosaic, the map has to be brought onto the same coordinate frame. That is done by identifying features present in both, typically road junctions, permanent structures, canal or river alignments and surviving boundary marks, and warping the map to fit. The warp is a best fit, not a transformation, and the residual error is not uniform. It is small near the points used to fit and larger away from them. On a village sheet that error can run to several metres in places.

Three consequences follow, and they should be in every property report that includes a cadastral overlay.

A discrepancy between the map and the ground is not automatically an encroachment. It may be map error, georeferencing error, historic survey error, an unrecorded subdivision, or a genuine shift of the physical boundary. The overlay identifies where to look. It does not attribute cause.

The magnitude of the discrepancy has to be read against the georeferencing error, not against the survey accuracy. A survey with 8 centimetre horizontal RMSE overlaid on a cadastral sheet with two metre georeferencing residual is a two metre comparison, not an 8 centimetre one. Quoting the survey accuracy as though it applies to the overlay is misleading, and we do not do it.

Recorded area and measured area often differ, and that is normal. A 7/12 extract in Gujarat, an RTC in Karnataka, a khatauni in the north all record an area. That figure came from the original survey and has been carried forward through subdivisions. Measured physical extent frequently differs from it. The difference may be original survey error, accumulated rounding through subdivisions, encroachment, or all three.

We state the georeferencing residual for every cadastral overlay we deliver, alongside the survey RMSE, so the reader knows what tolerance the comparison actually carries. It is the single most useful line in the report and the one most providers omit.

Where the market is going: NAKSHA

Worth knowing if you are a property owner, developer or urban local body, because it will change what records exist.

In February 2025 the Department of Land Resources, Ministry of Rural Development, launched NAKSHA, the National Geospatial Knowledge-based Land Survey of Urban Habitations, as a one-year pilot under the Digital India Land Records Modernisation Programme. It began at 152 urban local bodies across 26 states and 3 union territories, with the department subsequently reporting 157 ULBs across 27 states and 3 UTs, covering over 4,400 square kilometres. Cost is around ₹194 crore, fully centrally funded. Survey of India is the technical partner responsible for the aerial surveys and orthorectified imagery, delivered through third party vendors. Eligibility for the pilot was aimed at cities under 35 square kilometres in area and under two lakh population, with plans to extend to nearly 5,000 ULBs after the pilot.

The technical specification is instructive, because it is the government setting out how urban property should be mapped. Aerial capture at 5 centimetre ground resolution, using three methodologies matched to the terrain: a 2D nadir camera producing orthorectified imagery, DEM and 2D dataset for planned cities with flat roofs and low-rise buildings; a five-camera oblique rig adding a 3D reality model and 3D GIS dataset for more vertical and congested cities; and oblique plus LiDAR adding bare earth for mountainous areas, very congested old cities and dense tree canopy. Ground verification then links property tax, ownership and registration records to the mapped parcels, draft records are published, and a grievance mechanism handles claims and objections before finalisation.

Two things follow for anyone reading this page.

If your city is in the pilot, an authoritative parcel map is coming, and any private survey you commission should be planned to be compatible with it rather than to compete with it.

And the specification confirms the standard. Five centimetres, nadir plus oblique, with LiDAR where canopy or congestion demands it. That is what we quote for property-level work, because it is what the government uses when the output has to stand up.

What we actually do, by client

Land buyers and lenders, before a transaction. Measured extent of the parcel, physical boundary features, structures standing on it, access, encroachment from or onto neighbouring land, overhead lines, drainage and levels. Overlaid on the cadastral sheet and the revenue record with the georeferencing tolerance stated. This runs alongside a title search by your advocate, not instead of it. Physical due diligence and legal due diligence answer different questions and a transaction needs both.

Developers and landowners assembling parcels. Several adjoining parcels surveyed as one block, so the combined extent, the internal boundaries and the developable area are measured consistently rather than added up from separate documents of varying vintage.

Industrial and institutional landowners. Large campuses, factory land, warehouse plots, educational and hospital estates, where the boundary was fenced decades ago and nobody has measured it since. Perimeter condition, encroachment along the boundary, unused land extent and existing built-up area.

Encroachment documentation. Dated, georeferenced evidence of what is physically standing where, against the boundary you supply. Repeat surveys establish whether it is advancing.

Built-up area verification. Measured roof footprint and building height, with floor count from oblique imagery. Useful for asset registers, insurance, valuation input and tax assessment support.

Site condition record before and after. A dated survey before a tenant, contractor or licensee takes possession, and another at handback. The cheapest dispute insurance available on a large site.

How we do it

Step 1: Documents before the flight

Property survey is the one service where the paperwork matters as much as the flying. Before we mobilise we ask for whatever exists: the sale deed or lease, the revenue extract, the cadastral sheet or tippan, any earlier survey or measurement plan, the approved layout or building plan, and the boundary as your client understands it.

Where a cadastral overlay is part of the scope, we need the map in a usable form. A clear scan is workable, a phone photograph of a folded sheet on a desk is not, and the difference shows up directly in the georeferencing residual we will have to report.

We also ask a question clients sometimes find odd: is there a dispute, actual or anticipated. It changes how we document the work, how we record control, and what we can responsibly conclude in the report. It is much better answered before the survey than discovered after.

Step 2: Scoping and the buffer

We survey beyond the parcel. A boundary can only be assessed in relation to what is on the other side of it, so the standard scope includes a buffer outside the claimed boundary, typically ten to thirty metres depending on the site. Surveying exactly to the line and no further produces a deliverable that cannot answer the question anybody actually has.

Coordinate system is settled at this point. Most property work runs in UTM WGS84. Where the local revenue system uses something else, or where an earlier survey exists in another frame, we establish the relationship rather than delivering a second incompatible dataset.

Step 3: Airspace and site permission

We check the parcel against the Digital Sky airspace map before quoting. Green zone up to 120 metres above ground level without prior flight permission, yellow zone with permission and a lower ceiling, red zone not at all. Urban and peri-urban parcels near an airport frequently fall in the yellow zone.

Site permission is a live issue on property work in a way it is not elsewhere. On a disputed parcel, or one with occupation the owner does not accept, a survey crew is walking into somebody else’s situation. We require that the commissioning client has the right to have the survey done and has informed whoever needs informing. Where a parcel is occupied and the occupation is contested, we will not put a crew on the ground without that being resolved. This is a safety position first and a professional one second.

Our aircraft carry active Unique Identification Numbers and our pilots hold DGCA Remote Pilot Certificates.

Step 4: Ground control

Control goes on stable, identifiable ground around and outside the parcel, sited so the block is constrained on all sides. Control clustered inside a parcel produces error that grows towards the boundary, which on a property survey is the only part anybody cares about.

Points are surveyed with a calibrated DGPS. On urban and peri-urban parcels we watch for multipath, because tall boundary walls, buildings and trees degrade GNSS in ways that are invisible unless you check the residuals.

Where surviving boundary marks exist, survey stones, pillars, corner posts, we locate them precisely, photograph them at ground level and record them as identified features rather than as accepted boundary points. Whether a stone is in its original position is a question we can raise and cannot answer.

Independent checkpoints go in and are withheld from the adjustment.

Step 5: Flight planning and capture

Ground sample distance is pixel pitch multiplied by flying height divided by focal length. A 20 megapixel one-inch sensor with 5472 pixels across 13.2 millimetres has a pixel pitch of about 2.41 micrometres. With an 8.8 millimetre lens at the 120 metre ceiling that gives roughly 3.3 centimetres GSD. On small parcels we fly lower for finer resolution, because a boundary wall footing needs more pixels than a hectare of open land.

Oblique coverage is standard on any parcel with structures. Nadir imagery gives roofs, and a roof is not a wall. Boundary walls, compound gates, plinth lines, building faces and floor counts all need obliques. On a walled urban plot the nadir view alone will systematically misplace the wall line, and on a property survey that is the whole point of the exercise.

Overlap runs at 80 percent forward and 70 percent lateral as a minimum, higher on small or complex sites.

Capture is scheduled for high sun, because a compound wall in low sun throws a shadow across the very ground you are trying to measure.

Step 6: Processing and feature extraction

Aerial triangulation, bundle adjustment against the control, camera self-calibration, dense matching, classification.

Then digitising, which on property work is careful rather than fast. Boundary features are captured as what they are: wall, fence, hedge, bund, ditch, kerb, tree line, or an absence of any marked feature. That last category matters, because a substantial share of Indian parcel boundaries are not physically marked at all, and a deliverable that draws a confident line where nothing exists on the ground is manufacturing information.

Where a wall exists, we digitise a specific line and say which one: outer face, inner face or centre. Half the thickness of a wall is a real quantity in a boundary discussion.

Structures are digitised as footprint with height. Where built-up area is required, we deliver measured roof footprint with the measurement basis stated. Converting that to built-up, carpet or assessable area involves definitional rules that belong to your architect, valuer or assessing authority.

Step 7: The report

The property report is a document rather than a folder of files, and it states, plainly:

What was surveyed and on what date. The control used and the measured RMSE. The coordinate system. What boundary features were found and what was digitised. Where no physical boundary feature exists. The cadastral or record documents used, their source and their georeferencing residual. Areas measured, with the basis. What was excluded and why. And what the survey does not establish.

That last section is not defensive boilerplate. On a property matter it is the part that stops the document being used for something it cannot support.

Accuracy

Ground sample distance and accuracy are different quantities. GSD is the ground area one pixel covers. Accuracy is how close a coordinate is to the truth.

For a well-controlled photogrammetric block, horizontal RMSE typically lands between one and two times the GSD and vertical between two and three times. At 5 cm GSD that suggests roughly 5 to 10 centimetres horizontal and 10 to 15 centimetres vertical. Your report carries the measured figures.

On property work, horizontal accuracy is what matters, and there are three separate quantities that get confused with each other.

Survey accuracy is how well the survey locates a physical feature. Centimetres, with good control.

Georeferencing residual on the record map is how well the cadastral sheet has been fitted to the same frame. Often metres.

Definitional uncertainty is which line on a physical feature counts as the boundary. The outer face of a wall, its centre, the old bund beneath it. Decimetres, and sometimes contested.

A report that quotes only the first while the second and third dominate the answer is giving false comfort. We quote all three.

Vegetation and overhang degrade results in the usual way. A boundary running under a mature tree line is not visible from above, and we mark it as inferred rather than measured.

We are based in Ahmedabad and work nationally, with most property work concentrated in Gujarat and the western states because the work is site-by-site and travel economics matter on smaller parcels.

For parcels outside Gujarat, travel and mobilisation are a larger share of the cost on a small site, so we are usually more competitive on larger parcels, campuses and multi-site portfolios.

What we do not do

We do not determine legal boundaries. That is the revenue authority’s function, through the District Inspector of Land Records, the city survey office or the equivalent in your state.

We do not conduct title searches or give any opinion on ownership, title, tenure or encumbrance. That is your advocate’s work.

We do not demarcate. We can identify and locate existing marks. We do not set new boundary marks or tell you where the line should be.

We do not certify area for registration, stamp duty or any statutory purpose.

We do not measure carpet area or survey building interiors.

We do not measure below ground. Wells, tanks, pipelines and buried structures are outside what a camera sees.

We do not survey a parcel where occupation is contested and the position has not been resolved with the occupier.

We do not accept instructions from a party who cannot demonstrate the right to have the survey carried out.

Frequently asked questions

Will a drone survey settle my boundary dispute? No. It will document precisely what is physically on the ground on a stated date, to a stated accuracy, and show how that compares to the record map with the comparison tolerance stated. That is often extremely useful in a dispute. Determining the legal boundary is for the revenue authority or a court.

Can you tell me if my neighbour has encroached? We can show you exactly what is standing where, measured, against the boundary you supply or against the cadastral sheet. Whether a difference amounts to an encroachment depends on where the legal boundary actually runs, and the cadastral overlay carries a georeferencing tolerance that is usually much larger than the survey accuracy. We report both figures so the difference can be read honestly.

Our 7/12 says one area and the plot measures differently. Which is right? Both may be, in their own terms. The recorded area came from an earlier survey and has passed through subdivisions. The measured area is what is physically enclosed today. The difference can be original survey error, accumulated subdivision error, encroachment, or a boundary that moved. The survey quantifies the difference. Resolving it is a revenue matter.

Is this accepted for registration or by a bank? Our report is technical evidence of physical condition. Whether a particular bank, authority or registrar accepts it for a particular purpose is their decision, and for statutory measurement most will require the official measurement from the competent revenue authority. Ask them what they need before commissioning the survey.

How accurate is it? Horizontal RMSE typically 5 to 10 centimetres at 5 cm GSD, measured from withheld checkpoints. Where a cadastral overlay is involved, the comparison tolerance is set by the georeferencing residual on the record map, which is frequently in metres. We report both.

Can you survey a small plot? Yes, though on a very small parcel the cost is dominated by mobilisation and control rather than flying, so a conventional ground survey is sometimes the cheaper answer and we will say so. Drone survey comes into its own on larger parcels, difficult terrain, sites with restricted access, and anywhere a full visual record has value.

Can you compare against a survey done earlier? Where the earlier survey’s control was properly recorded, yes, and the comparison is meaningful. Where it was not, the datasets can be overlaid but apparent differences may be survey error rather than real change.

What file formats do you deliver? Orthomosaic as GeoTIFF and JPEG. Boundary plan and site plan as DWG, DXF and PDF. Vector layers as SHP. Point cloud as LAS and LAZ. Terrain model as GeoTIFF. Report and area statement as PDF and XLSX.

How long does it take? Flying a typical parcel is part of a day, with control as part of the same visit on most sites. The report and drawings follow, and the delivery date is agreed at proposal stage. Where a cadastral overlay is required, obtaining a usable copy of the record map is often the longest item.
